This governance framework is implemented through clearly defined roles and responsibilities, set out below:
RACC (Royal Authority for Commerce and Charters) serves as the administrative and operational platform supporting recognised traditional leadership and customary communities in South Africa.
ROLESA (Royal Leaders of South Africa), a collective of recognised kings and traditional leaders, provides customary authority and strategic guidance, while RACC manages implementation within a lawful and professionally governed framework.
CIBA (Chartered Institute of Business Accountants) independently manages the financial administration and oversight. Funds are administered within a controlled structure and applied to approved initiatives, operational costs, advocacy work, and professional services required to carry out the mandate.
